I realize your budget probably does not support it, but hey, maybe you are lucky, or very persuasive with the board. ;)

I used to teach some 1-on-1 classes, and to facilitate this I use a linux box with VMware installed. When booted, it goes straight into a minimal X, and runs VMware, which in turn boots the OS du jour.

This allows me to run virtual windows 95/98/2000/linuxes, or indeed to allow my pupils to mess with the installion (and destruction) of those OS'es. Since it has a 'discard changes made during session' option, the OS always rolls back to the known, safe, optimal & virus free state, unless specifically told not to (by me).

A small bash script watches over the vmware thread, and if it dies spawns a new one.

Count the amount of hours spent reinstalling/reconfiguring/rebooting, weigh it against the price of a VMware license.

    YMMV

    - lock down servers and workstations
    - strip all rights from users and then give them ONLY the rights they need - update, update, update & patch
    - firewall the edge of the network
    - create a DMZ for all those vulnerable boxes on the edge of your network
    - divide the network in VLANs (provided you take care of a big enough network)
    - buy antivirus software with server-distributed automatic updates
    - run a IDS on the edge of your network (snort et al)
    - use Ntop (or a similar sniffer) for network traffic profiling so you can spot any anomalies
    - Backup the important stuff every day and move the tapes offsite (make sure your backup WORKS; do a yearly restore drill)
    - audit on a regular basis, either yourself or (if you live in magic budget candy land) by external consultants.
    - AND MOST IMPORTANTLY:
    EDUCATE YOUR USERS!

At my company, we am doing the same.
We are in a Win2000 Active Directory environment, and we are slowly replacing the file servers with samba server (which are really easy to join to a win2k AD domain, and use the AD authentication if you RTFM), moving the web servers to Apache, the firewall is now a linux box with iptables, snort/acid and 2 network cards, and so on.
The whole linux section is running webmin over SSL, so changes in configuration are easy to administer and make can be done even by the microserfs in our company.
The only struggling point is Exchange (as another post mentions), there we go into the realm of broken LDAP implementations in AD and X400 connectors, so we have decided to leave that alone for now (to be honest, exchange 2000 performs quite adequately) (hiss! boo!)
We did not do the 'sudden switch', we just made sure there was a *nix alternative the moment another winbox went belly-up. The users don't even realise something is different, and the new structure performs well.

I find TCO a vague concept; there are so many intangible factors involved. I do know that
a)we are rid of MS's expensive server licenses
    b)we spend less time troubleshooting
c)the hardware requirements are significantly lower
