Fact is, gcc uses more memory -- a LOT more memory -- than most other compilers, especially when optimizing. That makes it much more likely that you'll have to hit the swap file, which of course, kills your speed.
Another problem is GNU make, while more flexible and powerful than the make systems for borland, msvc, etc, is also much slower. If you use something like jam instead, you'll see build times drop significantly.
I've not used cygwin, but I have used the SFU demo.
They include gcc, but most of the other utilities are from OpenBSD or other non-GPL sources (there are about 40 different licenses included). ActiveState perl is also included, though you can get that free anyhow.

Apples/oranges. gnome/kde are dektop environments - a window manager + libraries for drawing widgets and ipc + control panels + icon bars + file browsers + word processors + games, etc. etc.
A window manager draws a frame and title bar around your window and maybe adds a couple extras like menus for launching apps. That's it. They're entirely different altogether.
If you want, you could use the gnome wm (sawfish or sawmill, or whatever it's called this week) or the kwm without the bloat of gnome/kde, or you could use gnome/kde with xfce, icewm, windowmaker, etc.
mp3 was designed for speech compression. ogg vorbis, WMA, and AAC are second-generation, designed for music, and have better compression with less noticable loss as compared to mp3.
Operating systems are also very well understood. Every CS undergraduate takes a course or 2 on operating system design and there are dozens to hundreds of books on unix/OS design and internals.

The only restriction is that they can only be played on 3 [mac/windows] computers.
