What a lot of people suspect and what some anonymous sources acknowledge is that edvige is not something new, it is an old illegal and hidden practice that they are trying to make more transparent and legal. There has been a lot of reorganization in our intelligence agencies recently, akin to a merge between your CIA and FBI (Our president is a huge fan of all that Bush has ever made). I suspect this edvige file is a part of it. Probably a merge between two shadowy databases of the two agencies.

Now, protests are two edged swords. If protests are too loud, this file will still exist, in a concealed way, if it is not loud enough, it will be abused. I'm going to the big protest in October but at least, I must admit that admitting the existence of this file was a very positive step.

The difference is that Tokyo is built to withstand earthquakes and do so regularly (like most Japanese towns) If people have to live in this area, make it so that they don't have to rebuild all the town every 3 years. Make it underground, have constructions laws that are more stringent, elevate the whole region. That's costly but that's what federal money is made for.

    * Locate "opinion leaders". That doesn't mean people who have 200+ friends, that means people who could make 10 of their friends change their minds if you manage to change their.
    * Concentrate on these, become "friends" and make them change their mind.

Optional : Form a group of several people totalizing a lot of fictitious profiles that could give the illusion of a very lively network.

I think that by treating this as a serious hobby, you could get around 100+ votes in your direction. Note that this is just an online analogy of what politicians usually do.

Note as well that a small percentage of these will fall in mailbox of people in a situation where these threats may be more plausible. I mean, if my mother received such a mail just the day after my company sent my in a middle-east country, it may take a more worrying tone.

Also, if you tell "I kidnapped your child" to 20,000 people, you have a good chance to have 2 or 3 people in the list who really don't know where their children are and worried about it.
