However, IBM's technology would seem like fail on arrival unless it got the blessing of the almighty PCI council, which pushes a lot of those "additional" identity requirements onto banks to make sure they aren't being defrauded.

Why is this marked "troll"? Google is an advertisement company, and if DCMA complaints drive the top channels away, they will lose money. If you want to build a case for UI upgrades, document some sales lost to crappy UI (or "hard to use") or go find some prospects or customers that are willing to pay for the work. (This is in large part why I entered product management originally - I could finally drive which features went in.)

Actually, I'm only half-kidding here because I once saw a guy sell whitebox computers to NEC technologies (when they made and sold their own computers) and I had the wonderful experience myself of selling storage technology to EMC (when they had, well you know).

Like I said, then it's probably not something to worry about (i.e. fund excessively) in the US today. People with the ability to deploy truck bombs and suicide drivers are much more likely to target people instead.
