Eventually, when the problem is so bad that any test will show it, they'll order the tests and begin treatment, often months or years too late. Basically, private (and tacit) 'death panels'
The tacit part is important. Nobody ever says any of this out loud because if they did they'd get sued and maybe even lose a medical license.
