If a child isn't motivated to learn they won't, period. Its a parent's job to encourge interests and motivate a child to learn.
I see the failure squarely on the parents.
As a parent myself of a 12 yo girl, I reinforce the importance of learning, and it can be frustrating to keep that 'light' burning. But after 2 years of constant personal tutoring and occasional 'sneak previews' into other areas of knowledge my daughter is firmly self motivated.
Kids are kids, it's up to the parents to help them grow into directed adults.

you may just need to learn a few photoshop methods that are effective AND quick, try Photoshop for Digital Photographers. fairly decent tricks that are common for a photographer just in your position.
The point is by getting better with all your tools you will end up with better photos in the end. Photoshop is an important tool, and once you get up to speed with the techniques you find relevant, you will find your shot selection will be expanded (as you know what you can later do with the image in photoshop)
Your logic is faulty... (despite your obvious cultural brainwashing)...those individuals on the corner, don't use Sprint... Contracts are a bit difficult when your under the age of 18 and have no 'employment'. They are more likely to use Boost Mobile (the walkie-talkie feature is quite popular) or some other pay-as-you-go service. Or they would use a simple throw-a-way SIM, if they are a bit higher on the distribution network...
The real market is not these individuals, but children of upper middle-class families. If Sprint doesn't market to Urban markets, it goes against there brand image that they are obviously trying to establish as a Business Wireless Network provider (buying up nextel).

Which reminds me of a idea I had when first hearing about these events as it relates to the SETI project.
If one were to map out a significant amout of these objects and a general approx of there historic path through the galaxy, one could rule out entire regions of galaxy where if life did begin would have been destroyed. The regions far enough away from these objects thus would should be the areas where life would be possible.
I always thought of life as the mold of the cosmos, flurishing in the damp, dark regions...
