In those days, the only thing you could do on a computer was program, so anyone drawn to a computer was by default drawn to programming. The only thing I remember about those early days was something about the power of code and logic to make something happen on the screen.
The answer is there is a pixel limit for a UI to be usable if it is not resolution independent. Jobs poorly stated this when he said 100 dpi is the optimal limit for a display. He meant at the UI resolution Apple is currently stuck at, but he was trying to spin it into a positive. Neither WinXP or OS X are resolution independent. Vista's UI is resolution-independent, and wouldn't be surprised if this were a feature of OS X Leopard. Still, apps have to be updated to take advantage of this, so it will be a long time before resolution independence will be standard. I've used a WinXP laptop at 1600x1200. You can get really high res images on your screen, but it sucks as soon as you need to use the UI.
So, they evolved along completely different paths as their placental look-alikes to fill similar niches with very similar forms. That's interesting, no?
I bet you spent about three minutes researching that. There was a South American marsupial that was nearly indistinguishable from smilodon, a placental mammal. They arrived at a strikingly similar evolutionary result through a very different path.

Your problem comes from management. Either your head of IT is not senior enough to make a case for a proper budget, or if he has a decent budget, he is incompetent or can't manage, or both. Your company's senior mannagement needs to recognize this, but perhaps your senior management is also not senior enough and needs some outside help.
