To deploy WCMA, which is not backward compatibale with GSM, an operator has to either use new frequencies (not exactly cheap), or use their currently-used-by-GSM frequencies. (and reduce the capacity for people with legacy phones)
That's why you soon see a lot of GSM carriers going with EDGE in the near future, which should have better data rates than CDMA1X. (on paper, once you get in the field, all bets are off)
