Thats the nice thing however about Local vs fed. as an AC in this thread completely got wrong, or just trolled about, the Feds are supposedly restricted to only what powers were granted to them in the Constitution, local/ state etc are free to do anything else (i.e. what powers not specifically granted to the feds is allowed to the states) the best example of this is the church, People (especially arch conservative Baptists) rant about separation of church and state and how any collusion between the two is evil by definition seem to forget that the states had their own churches for quite a while.. lie the State Church of Virginia which lasted until the late 1800's and it was constitutional! In any case I ramble on what I am saying is that local communities are (or should be) free to make such decisions themselves, I just tend to think we are all a lot better off when govt. is small rather than large.

All that aside, I stand by my original post and say that it is the govt. place to build infrastructure, but I still have a problem with them providing services through it. A unit of water on the other hand can be fundamentally different coming from different processing facilities, but since it would be carried in a single medium there is no differentiation except for local.
I would go with PostGIS and Grass on your Mac if GIS data is available for her region ( and it is). Then you have a nice database system to drop all your GPS data into for mapping and a boatload of other uses.

One of the biggest issues with Linux on the desktop seems to be the installation of applications and "dependency hell" that sometimes occurs. It seems to me that HD prices being what they are, why not use OS X style installations where all of an applications needed libraries and dependencies are included in a single package? I know there is the issue of being able to upgrade libraries, but could this not be done by giving the applications the ability to register their libraries in a central location? then when an update to a library is available they could be individually or corporately upgraded or even in-duh-vidually ignored. Sure apps become huge , but maintenance and installation become much easier. Also allowing the apps to register their libraries and dependencies would allow the repository to be rebuilt at any time in case it became corrupted. think macintosh classic apps and the desktop database system.

Typically when someone has done this it has been for the GUI so that native widgets are accessible but with the Aqua widgets being accessible through Swing there is really no need for it now. If the argument is for cross platform writing of Java apps then pure java is always going to be more portable than Java + native elements.

No new taxi licenses have been issued for over half a century, making the taxicab medallion (which is merely an aluminum plaque bolted to the hood of each cab) the central symbol of the regulatory system.
