Here's how that works. Low level peon who does the actual computation says that the piracy level is "low". His team leader can't say that to his supervisor, or else the BSA will lose funding, so the Team Leader tells his supervisor that the situation is "improving". This would be unacceptable to a manager, so the supervisor tells the manager the situation is "Stabalizing". The manager knows that if the industry is "Stabalizing", then the whole company would go under, so he tells his director that the situation with piracy is "not good", etc. etc.
By the time it gets to the top, it's "Spiraling out of control". Since both the supervisor and the president of the board have input to the final report, they give propoganda^H^H^H^H^H^H^H^H^H^Hmarketing conflicting options, both of which go into the final report

We proceeded to buy the appropriate amount of luggage to put all of us over our quotas, then we drove to another store in the same chain that was 45 mins up the road (and closed an hour later) and returned the whole lot, getting our money back. Actually, it's a common practice for a counterfreiting operation to 'launder' its money before putting it out into circulation. They will literally put it in a washer / dryer to give it that 'worn down' look and feel.
...Let them do whatever they want to IP laws here. Shut down every server that hosts MP3s and DIVX movies. I'll just go to Korean / Dutch / Nigerian Servers and download the stuff. And I don't care what kind of copy protection they mandate. There's always a way through the analogue hole. Great waste of my tax dollars.

Normally I would agree with you, but in the case of child porn, I don't. People who have it need help. The children in it need to be stopped from being forced to make it. If an employee spends all day in his office whacking off, I woudln't care, as long as he was getting his work done. But if he was bringing on stuff that directly harmed children, then I would have sonething to say about it.
CAPS is the system where passengers are catagorized and the most dangerous are given special treatment: Additional searches, etc. If you lead a cell of terrorists bent on doing harm, all you have to do is to start sending your men through one at a time when they're unarmed. Eventually you'll know which ones trigger special treatment, and which ones don't for whatever reason. Sine CAPS suppositly uses the same algorythm, once a terrorist knows he can get through unmolested, he knows that he'll always be able to get through unmolested.
