While i will not speak about other countries you mentioned i can tell you about the situation in my country. We have 30-40% unemployment. We have to struggle to make 500 $US per month (a few years back i worked at a professional graphics and design studio. My average work day was 16 hours and i earned 250 $US per month. My apartment costed 300 $US per month without electricity, water, telephone, internet... you get the picture). The only thing we got are European prices and some are even higher then in the rest of the Europe (i'm shopping for food in nearby Austria because it is cheaper). And that is the contry that some people here call "the Yugoslavian Swiss" (Slovenia). I will not even go into how people from Croatia, Bosnia, Kosovo, Serbia and Monte Negro or Macedonia are living. Also i can choose the "Official Server" and the "Builder Server". No "create your own" for me (Linux client).
I'm interested how much money will that cost MS. $100 millions for AIDS and $400 millions for fighting Linux like they did in India will certainly not be enough here. And may i add that I'm surprised how much an afternoon hobby of some of us cost that company.

Public Domain software is not really Free, because someone can stop its Freedom by putting a nasty license on it.
GPL assures, that everyone can use, copy and make changes to the source and it also assures that, when the modified source will be released to the public again, nobody will lose his freedom to use, copy and modify the source again. And that to me sounds like a bigger Freedom than the one, where everyone can do with the source what he will, even stop Free distribution of it.
GPL therefore restricts only the modifier of the code in the way of distribution.
You can easy see the difference between PD and GPL if you think what the names are saying:
Public Domain - as long as there's something to use, public CAN use it
General Public License - everybody has the same RIGHTS to use, copy, modify and distribute it.
