Ultimately, if your goal is to help the environment, you're better off maintaining an existing car for 10-20 years or more, which is really feasible with todays engines. The real solution would bet to get people out of the "need a new car every 2 years or i wont look cool" mindset.
Take it way beyond cars too - we treat too many things as disposable these days. TVs, appliances, you name it.. If it doesn't work one day, it gets tossed. Why cant they watch TV? If you're as close to NYC as you say, you should be able to get all the major networks over air, and in HD no less.
