    The same standard IS applied. When an engineer is sued it is because his design was faulty, not because the building contractor used shitty concrete. If said contractor used shitty concrete, HE will be sued into oblivion.

    Likewise, if the policies enacted by a companydirect actions defraud the public out of millions of dollars, they will be held acountable (see : Enron). If Joe Sixpack in accounting trafficks data all on his own, why should the CEO be held accountable?

    Well, or starters, there are more possible chess moves than there are atoms in the Universe (10^123 possible combiantion of moves). You would need to calculate probabilities for each of these individual moves. Even if you only consider "typical" moves there is simply too mcuh computationnal power required to crete such a program at this time.

    Which isn't to say it won't be developped eventually, probably much like the program you describe (which more or less mirrors Deep Blue's). We're simply nowhere near completion yet.

    And by "they" I mean the corporate sponsors. Do you think they care that people don't want to see advertisemnts before their movies, or for a full 20% of any given televised program? Maybe they do care, but they care about the bottom line more, the dollars lining their pockets. The same will apply to games eventually; advtisements can and WILL reach into every single medium they deem potentially commercially viable.

    Really, I'm just waiting for the first Lightspeed Briefs ad to start rolling in my dreams...

    I think the reason we haven't heard consumers complaining about these regulations is because the companies chose not to pass this cost on to them. Several businesses have complained and others have reconsidered being listed in favor of equity/debts- the level of documentation required by SOX is almost an order of magnitude above what they used to keep, for companies with listed stocks.

    I'm not really complaining about SOX - as a canadian accountant I welcome any changes that bring American companies closer to the international standard for financial information reporting - just saying that the change hasn't always been smooth.

    Let's also consider the cost/benefis of the measures. While higher levels of government (and large cities) have the staff and equipment necessary, yes, the cost of applying SOX is relatively small to burden as it is mostly limited to dditionnal training. Smaller cities however would have to hire more personnel and completly revise their archiving process. It all can be done - at a cost.
