I think the big thing with a [CS] degree isn't showing the employer that you know what you're doing - they can usually find that out at interview and through references.
The thing that most employers want a degree for is just to prove that A) You have the dedication to stick at something until it's done. and B) You can learn.
Whatever the degree was in, if you have one, the employer knows you're probably capable of learning what you need to, and won't run off as soon as you get bored.
Just because things can be monitored, it doesn't stop you changing things.
Anything can be abused in some way - it's the decision of the producer whether or not they still make changes to their procedures to produce different types of wine. The monitoring just assists them to make sure that the changes can be reproduced if it *does* turn out to make an excellent wine.
Everybody has a habit of changing undocumented features.
If something is undocumented, that means that the author didn't think it was worth of documentation - possibly because it was a temporary hack they intend to clean up.

On first looks, I was disgusted that you'd protect the privicy of someone who allows (and encourages) the abuse of children.
But I also agree that a tech shouldn't be rummaging around somebodies hard disk without good reason. Certainly I don't think that computer use should be restricted in a draconian way, so long as work is still getting done, but at the same time if something is illegal, the company can be held responsible.
If you have a legitimate reason to be checking the contents of someone's hard disk though, would you seriously just say "your child porn is taking up too much hard disk space, can I destroy the evidence of your crime for you?"

I've just been employed by a charity for the same reasons... ostensibly it's because they have too much work for one person (they do, but anyway). Practically it's also so that one person doesn't have all the keys, and knowledge of how things work.
If the developers are corrupt and start changing the program to give people votes whatever happens, then anything can happen.
Just like if the people who count paper votes are corrupt and switch the ballot boxes... it's not much harder when you take into account the code review that would go on during a project like this.
