Qt and GTK+ based apps (Starting with GTK+ 2) have myriads of intricate functions for rendering text, so they should all be able to display and input Arabic correctly. However, Qt still lacks suport for input methods completely, and GTK doesn't come with an Arabic one preinstalled.
And as for Arabic translations, that's a nother thing, of course.
I think this is what Shoutcast and Icecast are for. While it certainly is cool to build analog transmitters (in the same way "Robot wars" is cool), it's not really necessary in countries that are online. Providing one uses an exceptionally good codec, of course. Speex or Vorbis can achieve a lot.
I also disagree with using a flat tax to finance state broadcasting, as we tend to do in northern Europe for some reason.
However, I think we should leave that for now and try to ensure that they don't start applying a flat tax to the Internet. I'm prett sure state broadcasting is gonna want to get into that.

What you're describing is a game within the game... Since you don't use the techniques you describe, you've established a rule that noone else can use them either. This might be acceptable, of course, but I think you should be understanding when someone doesn't want to play YOUR game.
As for the second and third argument; you're implying that camping and cheesing aren't skills, which is wrong. They're skills that can lead a player to victory, and especially against players like you. If a player can successfully make you annoyed and frustrated about his style of playing, he's increased his chance of winning and lowered yours.
All in all I think you fail to justify why players should only use the techniques that you've preselected. I think you're just a sore loser.

If you can't beat a person who relies only on camping or on cheesy techniques, why should you expect to do so? Camping and cheesing are legitimate and good techniques that present a real challenge to some players. Like yourself. Demanding that players stop using these techniques is like demanding a handicap.
Gamers seem to think up an endless number of terms for ridiculing those who beat them, "cheeser" and "camper" being just two.
If anything, I think these people are letting themselevs be fooled by the game. The whole point of introducing the possibility of loss in a game is to leave the player with a feeling of being treated unfairly. But it is not so.
I think the point when these gamers can admit to defeat and say "I got owned" is the point when they'll start enjoying the game.

There certainly isn't anything about DX9 in there. Not that that helps me, unless it runs in Wine.
I've written a simple forwarder that works in theory. It will forward a web site and change any or tag (case sensitive) in HTML AND other files to include a base href tag that redirects URLs in the document to the script.
It should spit out the entire document up to and including the head tag.
Then it should insert a base href tag into the head tag of the document you're accessing that points to php_self()?url=$url , which makes your script + the url parameter the base URL for all links and images in the document. Basically, the script is telling your browser to pass any file through itself instead of going to the blocked site.
Then include the rest of the document.
You migth want to add some autodetection so that it doesn't look for head tags in images and such.
We foreigners are lucky because we live abroad. If you think you've got civil liberties over there, perhaps you should read up on the civil liberties you (allegedly) had a hundred years ago.
The funny thing here is that all appliances that regulate the amount of power they consume will continue to consume the same amount of power, but the decreased voltage will cause more power to disappear on the way to the transformers.

If you have access to a web server with PHP, all you heed to do is to create a simple PHP document that includes the blocked page.
