In short, no the company has no right to use the code. The GPL and other OSS licenses allow the author to grant other people _more_ rights than they would normally have. The same is true for Creative Commons licenses. However, if this forum is a place where people discuss and help people with programming, one could argue that there is implied consent to reuse whatever is found there.
I think you should report him. If the code really is stolen, it could be a serious liability for a company.

When Starcraft first came out I would have agreed that making improvements upon it would be nearly impossible. However, the improvements in the interface that Warcraft III introduced (units fall into marching orders, auto-casting, being able to select multiple buildings, being able to queue research, etc) made Starcraft feel unplayable. I remember feeling the same way after Diablo II came out and trying to go back to Diablo.
I'm not sure if I want Starcraft II to make me feel the same about Warcraft III. I am looking forward to moving back into a Sci-Fi world though. I might even pre-order this game.

To be completely fair, the logic engine behind Civ IV is extremely complicated. In the early members of the Civilization series, the computer would 'cheat' at higher difficulty modes by being omniscient or even giving itself resources. Civilization IV doesn't do that, and the AI required for it to play at the higher difficulty levels is processor intensive. Certainly the graphics compound its high system requirements, but even with the Civ I graphics engine, Civilization IV would still be a recourse hog.

There are 'childproof' computers out there that can be washed to remove sticky things, but those would be largely useless in other environments.
