Avoiding the technical issues of having an autonomus flying robot that can stun & kill people, the actual story of how politicians would use something developed for military use decide that a modified version could work just as well for domestic use, isn't far from the truth as has been shown here in the UK when a council used the RIPA to spy on a family for a month (including watching them in their house and following them in their car) because they applied for their 3-year old to go to a primary school and the council wanted to make sure the family wasn't cheating the system. "Bandwidth" (data transmission) is paid for by both the sender and the receiver of data. Apple has an ISP at the data center where they are housing the iTunes servers, they pay for the level of service they recieve. You and I also pay our ISPs for the level of service we receive.
Everyone is already paying. Tiered internet is just about making some people pay more for the same level of service then other people do.

If you have a good enough support contract then the initial fee for doing the work is usually peanuts compared to the support.
All of this needs to be in writing, as part of the initial contract or else you will have no fun doing support.

Look at the function names in the JDBC (or UI barf) parts of the Java libraries. Sometimes you have to call them, or maybe even extend them...
