But if you outsource your IT work to India (or to someone who subcontracts it to India), you have no such recourse. What are you going to do if they steal it? Sue them? Have them jailed? Good luck with that.
You are missing the point here. Outsourcing != offshoring.
And wherever you send your work, withing the country or to India (as an example), you can have legal safeguards and protection.
I remember a fraud case 3/4 years ago, where a couple of Citibank customers were embezzled by a Citibank call center. The Indian Cyber Police (yes, they have a special unit dealing with cyber crime) nabbed the 2-3 Indians involved in the act and recovered the money.
Nothing happened in US, and the US call center presumably hushed it up.
However, the main point the author is making is different - he is questioning how he can trust a person/team which is working unsupervised.
We bought Mega blocks for my son about 18 months back. I don't remember the colour etc, but the build quality was poor.
I remember my son complaining about the quality - the structures build were not as stable as one expects them to be.
Last week, he wanted a Lego for Christmas and I offered him to look at Mega as alternative - the same amount can buy something bigger etc...
He flatly refused to consider on the ground of quality. Some lesson for Mega there...

India has this regulation - perhaps prompted by the South Asian Crash 5 years back. A company needs to be profitable for 12 consecutive quarters before they go to an IPO.

My initiation to VMS and DCL started the other way round. I was fresh from college and conversant with *NIX. DCL looked very intuitive to me, but also long to touch type. Though one could use first 4 chars to use a command, I chose to create my own *NIX aliases for most of the commonly used commands. Looking back, it must have been a psychological affinity to *NIX that prompted me to do so.
Then something funny happened... my first submission to QA failed, just because the command files I developed contained a lot of aliases which didn't work in QA environment:-). Silly me - but that was my FIRST submission of code in a structured development environment.
Over the years, I came to like the DCL like no other environ. I still feel that in terms of facility, structure, control and ease of use, VMS (and CMD) was better than what we have today.
That's a question we Indians ask ourselves often. If only we had a solution to this.
The Indian Railways(http://www.indianrailways.gov.in/), running more than 100,000 kilometers (yes, India is on Metric System) and 7,000 passenger trains a day is a HUGE public sector giant. They, of course, don't have the money to expand at the rates that would like to. We are yet to find a way to bring in private sector investment. The only feasible way to do so is to bring in primate capital in a phased manner. The government is wary of whether private sector will continue to fulfill the social commitments that that the Railways has. Hopefully, we shall find a solution soon!

Rarely. However, it is important to have a good understanding of the Data Structure in order to use these efficiently. Or, even understanding that using a proper Data Structure leads one to a more elegant / simpler solution.

Actually , Truecrypt can be used as a stand alone executable , which could be put on an external medium , like a usb stick .
And there are USB keys small enough to swallow. For best results, chew first.
