Just a tip. The 9200 series are actually WORSE than the old 8500. They are also Direct X 8 series cards, not 9. Spend a bit more on a Radeon 9600 (non pro), it'll last for longer. Otherwise, a Geforce4 4200 would be an excellent choice instead of the 9200. AVOID the low 9000s Radeons.

If there is a project I like, they need bandwidth and I can provide it, then yes, I'd like the choice please, but don't assume everyone likes their bandwidth eaten away just to watch the latest Lord of the Rings trailer...
Yes, there are disadvantages. I do not want to share my bandwidth, simple as that. I am using ADSL, 1024/256 and when I download something from bitorrent it completely drowns my internet connection. I understand if small studios provide an alternative distribution through bittorrent but I'll be damned if I accept big studios cutting down on their costs hijacking my internet connection. And not just movies, software too. As a paying member of Mandrake club, I found it insulting the only apparent way of getting the new version was through bittorrent. Fine, saves on their network bill but I my throughput was PANTS!
I'm sure you can still call from work, home, borrow a phone from someone (free call to your provider) or go to one of the many bricks and mortar shops they have. I'm sure if you have your phone stollen and you don't find a way to call the provider, you either are mentally deficient or are seriously, SERIOUSLY stranded. As in a desert. In which case I'd tend to think you have more serious problems than someone using your mobile phone credits.
5 to 7 years ago it was unthinkable that you would download A WHOLE CD on the internet at home. Now you can find whole pirate DVDs in newsgroups / torrents etc. and you can have them in a couple of hours over cable / DSL. So, yes, i don't think it's unreasonable to think that in 5 years we'll be downloading a 17gig episode over the net.

CD-recorders might be cheaper now but they were not this cheap 5 years ago, and you could just put a zip disk in a padded envelope with some certainty it would survive the post. Iomega made A LOT of money with zips, I'm sure.
I think the best thing you could do is visit europa.eu.int and try to understand for yourself. Somewhere in the site, btw, there is an option for receiving literature and leaflets for free detailing new EU developments. I get a couple every month and the odd book every now and again. Free, of course.

By opting out of many EU initiatives over the years (social charter, Euro) and blocking others (common foreign policy, common defense), the UK is going AGAINST most European nations. Also, 86 (not 87) seats out of 623 is insignificant. France and Germany (whom you outright discount) together have 186 seats. Not enough to make policy, anyway, so I wonder what your point was.
In an anglo-centric site like slashdot, special relevance is given to the UK's power in the EU. However, the truth is that the UK has casted itself aside from relevancy in the EU policy-making process in most subjects. The UK actually seems to be following US policy indicators rather than EU ones.
To answer your question, Germany and France are not likely to agree with the UK position as it is laid out in the article. The EU institutions are notoriously slow-moving and since they showed what they feel on the subject not long ago, they are unlikely to fall prey to lobbying so soon after. Also, lobbying in the EU is not as organised as in the US - most European citizens regard the semi-formal lobbying process in the US as absolute proof of corruption of their political system.
