People have been writing workarounds for this involving spoofing the driver as being in TEST mode, but this is a hassle for the end user.

Would you just not go to college, because all of the colleges have this phrasing in their IT contracts? Would you not buy a cell phone because all of the cell phone companies have this phrasing in their contracts? Would you not receive power from the electric company, not receive gas from the gas company, not work for almost any employer?
At some point, the courts need to step up and realize that these contracts can not be binding when the agreeing party has no recourse other than to do without said service. In the case of IT at a university, they almost certainly REQUIRE you to have internet access, and if you are in the dorms, it MUST be provided by them, so it ought to be ILLEGAL to make you sign a ToS that they can change at any time.

There are over 31 million businesses in the U.S. That represents a less than 1 to 5 employer to employee ratio. The vast majority of these are small businesses. Small businesses make up 80% of our workforce and are the backbone of our economy. While many of the laws that are proposed seem good because they are going to stick it to the rich businessman, they real fact is that the rich businessman is largely insulated from most of these laws, and what the laws really do is hurt the small businessman, and therefore, hurt our economy.
In all of the states that I am aware of, the exact opposite is true. Most states are at-will and they can fire you for any reason or no reason. In fact, it makes more sense for them to fire you for NO reason. If they have a reason, then you might be able to take them to court and prove them wrong or sue them for discrimination.
You're not supposed to save for your retirement for a few years, you're supposed to start when you're 20. Historically, the stock market performs at better than 10% over the long haul.
So who do you think is going to look after you when you're eighty?
I will do my best to take care of myself, however, it won't be easy since the government is trying to take care of me. They want to take X amount out of my paycheck and then 30 years from now when it is worth 5X, they will give me back 1/2X to pay for my medical bills.
This all resulted from people not saving enough money to take care of themselves and socialists decided that the government needs to save for us. When the government saves for us, it underperforms inflation, let alone the stock market.

When I go to the doctor, I present my insurance, they bill the insurance company 1 bazillion dollars, and the insurance company marks it down to the contracted rate. I then am responsible for the contracted rate up to the point where I have paid $5,000 and then the insurance company pays after that. I should point out that the insurance company has therefore never paid dime one, because I have never hit the deductible yet. One might think I was getting ripped off, except that paying everything myself I pay $250 a month plus maybe $500 a year in doctor's bills, whereas for "normal" insurance, I would be paying $800 a month plus about $500 a year in deductibles and copays. Even if I hit the $5,000 deductible, I would have paid less under this policy then if I had my old policy and didn't ever go to the doctor.

I want to be paid commensurate with my performance, and I want to pay most of my medical expenses out of pocket and have an emergency backup plan that I pay into monthly along with a large pool of other people (what we used to call "Insurance") which covers only after a certain high deductible is paid out of my own pocket.

I don't know if they would go by where the servers were located, or where the company was located, or the location of the warehouse that it was shipped to or what, but for most places, there would be 1 to maybe a couple of dozen possible taxing locations, the rules of which would be fairly simple to know.
