Would you mind to explain why firing a direct hire is "much more expensive and legally risky"?
I don't know what country you're in, but I'm only familiar with working in the US. I thought that with "at-will" employment, you can be fired just as easily as you can quit.
I remember reading a post a while back to the effect that when a dictator wants his police and army to be willing to fire upon the people by his orders, he first will typically orchestrate events that cause the police and army to develop an "us vs them" mentality toward the civilian population.
I've known a few people in the military who obviously think that they're better than a civilian by virtue of their status.

They'll likely do something awful to him (like solitary confinement for years before having a trial). They'll do it in such a way that they can claim that it is part of their process while they "prepare their case", but they'll make it clear that if you do this, very bad things will happen to you.

School Speed Zones are absurd. I worked as a delivery driver for several years, passing by a number of school zones on a regular basis. Not once can I ever remember seeing a child any where near the road.
I agree with you. I have misgivings about the USA PATRIOT Act when Bush was President. I still have misgivings about it now that Obama is President. That hasn't changed.
However, if you listen to many of the people who complained vocally about the USA PATRIOT when Bush was President, you now only hear crickets now that Obama is President.

I work a job at a military base in San Antonio, about 1.5 hours from Austin. I live in a 700 sqft apartment that is 15 minutes from work in morning traffic. I pay $685 per month. How much would that cost in SF?
Some things, such as health insurance, are expensive everywhere, but Texas in general is a great place in terms of the cost of living.
I think that the legislation, as described, is not practical unless we want to ban all robotic photography. To me, that is simply throwing the baby out with the bathwater.
There are definitely inappropriate uses of robotic photography, but this isn't the solution.
