    Nope.
First, losing parts of manufacturing to nations that free trade and have free money is NOT an issue. The money values change and then things will straighten up. China is not doing that. They have their money pegged to ours AND have trade barriers against the vast majority of goods.
Second, this deal is going through FINANCED MOSTLY BY AMERICAN AND TEXAN GOV. The Chinese got in on a small amount of financing on this.
Third, the Chinese plants are WELL KNOWN FOR BEING HORRIBLE. THey break down ALL THE TIME. There are American made plants that are great quality. Likewise, multiple companies out of EU as well. Sadly, GE makes theirs in China. But these 3rd party parts are PURE JUNK.

There is another solution though. Back in the late 80's/early 90's, the unix world was concerned about how a companies could create binaries for multiple systems. The best solution, though not implemented, was to compile to a universal binary, and then trans-compile this to a different arch. In light of all the work that has taken place on Java and now parrot, it may make far more sense to do that. With that approach, it would be possible to have various compilers go to a single arch, and then create a new back-end on compilers to take it to various archs.

Another useful source on this is check out wiki on the 1962 border war. In many ways, it is just like today. China is claiming certain resources, building up military on their border and then telling India that it is nothing. China is also doing more than just military exercises on the Indian front. They have been fairly quietly moving a number of missiles into place. Also, they have put a couple of their nuclear Ballistic missile and attack subs into the Indian Ocean. With China working hard to make friendly with Pakistan and Bangladesh, China is about to put a chokehold on India when they need to.

Also google for China, India and Brahmputra. China has been quietly getting ready to build a dam on one of India's and Bangladesh's major source of waters. China has denied it all along and even now, when they are moving nearly 1/2 million ppl that are on the banks of the Brahmputra, they are STILL claiming that they will not dam it. The real issue is that this river provides water to the eastern side of India, and then move much, if not all of the water to the yellow river.

Roughly, China is in a game of chess with western friendly nations. They can do more of this simply because Western resources are tied up with AQ. The only good news on this is that China WAS quietly helping AQ has now managed to piss off AQ and OBL has now sworn to attack China's western regions.

That includes all countries that are west friendly. For example, Taiwan, South Korea, Japan, and India are slowly being intimidated. China is now pointing 1000's of missiles at Taiwan. In addition, they have started a new build-up of Missiles, and general military along the Indian border and is trying to lay claim to land that was decided over 100 years ago. They have started to grab water resources and are laying claim to areas of India that rich in natural resources. They did the same thing in 62 just before they attacked. This time, they have 8-10 ICBM launching subs as well as a quickly increasing number of missiles on that border.

OTH, electric buses are designed to go minimum 60 miles, which is at least 20x. So, worse case situation, the cap and battery costs the same (really not likely).
