As a Lincolnite, and as someone who has needed 911 services a few times in the past couple of years, I found the 911 outage last week to be terrifying! Once the hams scrambled to their locations, I genuinely felt much more secure, and I'd like to express my thanks to them. It was this particular occurrence that made me really want to get my license.
Not only heat but the specific spectra of light that reach below the water surface. Seems to me that affecting the surface reflectivity would by necessity change the light that reaches into the sea, and who knows what effect that would have on photosynthetic aquatic plant life.

I had the exact same idea for an idea-sharing website. I finally admitted this to a friend of mine, after a few months of "beating around the bush", to realize that the notion of an idea-sharing site was not nearly as novel as I had thought!
AFAIK, the idea still remains unimplemented. I'd be down with contributing ideas if you decide to go through with this...

The problems with DMA continued well into the XP era, particularly with optical drives which would often reset to PIO mode for no apparent reason.
...Or the drive is faulty, or the drive controller is faulty, or the drive's driver software is faulty, etc...
