And how is this any different from the ordinary magnetic strip paper cards which has been in use for years on the Tube? They, incidentally, also have a unique ID number linked to the registered owner's name, which is recorded together with the location and time of the exchange every time the card is used...
The greatest difference is that the FBI is a federal law-enforcment agency while the RIAA is just a organisation of citizens with no more rights to anything than you and me...

Hell, I still have all the disks and documentation (about 2m worth of shelf space) for IBM DOS 2.0 and IBM Office Assistant! Does everything OfficeXP does, but without the annoying paper clip...;-)
