it's because i have broadband at home that i only spend an hour online at night after i get home from work. if i were stuck with dialup that could turn into a very frusterating 2-3 hours easily.
Also, I was suprised you listed virginia in your list of five rural states. While much of Virginia is still rural, there has also been great growth down the I95 corridor from Northern Virginia to Richmond, as well as in the Southeast. Both of these segments of the state have broadband readiliy available. Most places will have choices, either with DSL and cable or a few flavors of DSL.

When I lived in the city (Fredericksburg) I was using Cox Cable - 1.5Mb/256Kb and paying about $55 per month (in addition to a ~$60ish bill for digital cable televison). Verizon began offerring 768/256 DSL for $34.95. I promptly canceled my cable internet and reduced my television subscription to a much more basic package. What really floored me is what happened next. I had signed a contract with Verizon for one year, guaranteeing my price for 12 months, 3-4 months into my service agreement, they knocked $5 off my service. $29.95 for DSL? Works for me!
Unfortunately i've moved into neighboring Spotsylvania County, and have no high speed option, other than, Adelphia Cable - which I'm using and paying for. Much of Spotsy has DSL, in fact, my friend who lives about.65 mile from my house does.

But Internet... that could be very good idea. And i don't just mean for pr0n, but on travel you could check reviews of resturants, buy tickets to a show you're on the way to, check driving directions and other useful activities you do in the office before you leave.
An easy safety feature could disable Internet connectivity while the car was in gear. So you could check out the 'net at a traffic light or on the side of the road. I spend a few hour a day in my car - a lot of time stopped in traffic, i do anything to make the time more enjoyable or productive.
step one is the browser. you can win this one on the positive user experience front when they experience less pop-ups, spyware and the ilk.
step two is the applications. you'll win this battle with allies in the finanace department. they'll love not shelling out the big bucks for ms office licenses.
step three is the os. Win the battles to win the war.

but moving gigabytes of data around and casually browsing the net are two completely different activities. an ethernet connection is suitable for either activity. a wlan card is really only suitable for browsing.
I prefer the cat 5e, but don't mind having 802.11x built in for occasional convenience.
as far as security is concerned, just a couple of important measures should keep you pretty safe. 1)a.) Use a unique SSID (out of the box it's going to be linksys, mshome, or default - get rid of that pronto!). b.) Don't broadcast your SSID.
2)White List MAC addresses: I tell my AP's - do not allow any connections unless they're on the list. 3)Encryption Encryption Encryption - the more the better. i'm at 128 bit.
To my knowledge i've had 0 wireless intrusions in the last three years. i do live in a low income neighborhood, so it's not like there's a lot of risk. i am far more likely to have my house broken into than have my WiFi hijacked.
one of my best friends is an almost forty year (37 or 38)old programmer. he works out of his home and clears six figures per year ($USD). he is currently finishing his masters degree in CS, taking a class or two per semester. i think he has this fall, and a two classes next semester? he has a 3.8 GPA and is going to finish with a masters degree from one of the better CS schools in the state.
Oh yeah, and he smokes, everyday. He has control over himself and his activities yet still puts down a 1/4 oz (~7-8g) every week to ten days.
He was a stereotypical loser pot head til he turned 30 and decided to go back to school. everything he has he's earned in the last seven or eight years.
