Joe isn't a computer guru, he just wants to IM his girlfriend and sync his iPod.
However, I agree with your bank situation. The difference is, though, that the bank has an inherent responsibility to assess its system security/stability, and shouldn't be using anything it can't pretty much 100% guarantee is secure. Whereas Joe up there needs something he can expect to work without having to analyze it on some sort of system level. The responsibility for these things fall in very different places.
Furthermore, it seems to me that exempting FOSS from liability would do it more harm than good. If a bank can choose between (for the sake of example) IIS (where MS is liable) or Apache (where the bank is liable) for its servers, which do you think it's going to choose?
Well... I only read PC World on a few occasions but when I do it seems like it's "Windows World" rather than "PC World." As it stands I'm surprised to see OSX on the list. Seriously, though, most issues I've seen are "Best Windows Utilities" or "Tweak Windows YOUR Way!" or "Stop Spyware Forever!" Now obviously Win32 users are their target demographic, but I think my point still stands.

It's a general reference to the proliferation of things like feeds, web services, AJAX, etc... and the transformation of the Web to more of an an app platform rather than a static "read-only" platform. It's easy to blow it off as a buzzword, but the transition is happening and it's pretty neat.

Just to expand on your stats there, ESPN switched to XHTML/CSS a while back and are now Saving 2TB of bandwidth every day. And those traffic numbers are from 2003. Not to mention the file size savings inherent in properly formed HTML (as opposed to Tag Soup a la Slashdot).
