There are many college programs which are designed to grind out more teachers of those programs to other students who in turn teach them to other students and so on. Think of all the History degrees and all the other esoteric programs like that. This CIS program appears to be of that ilk.

AVG does a pretty good job but Avast is better for normal scanning. I'm not sure which is faster when you scan everything on the machine. Avast though does a great job of keeping itself current.
Sure I was modded down for a troll for suggesting that firms and governments typically use this as a strategy for renegotiating T+C's with MS for deep discounts but the same thing is true here.
The only real weapon MS has, aside from tweaking their apps to use OO format by default, is to bargain with the price.

And for the record, any government agency that willingly encodes all their documents in a proprietary commerical standard is probably by default guilty of collusion. Open standards has been around for a lot longer than Microsoft and seemingly the end of civilization hasn't arrived as of yet.
Last but not least, the reality of any government procurement bid is that that the government gets to make whatever spec they want and the vendors are free to meet it or sell their stuff to someone else.
For years the movie industry was predicting that the game industry would overtake them. And once it did movies would just give up and suck. Now that Games are king, they suck too. Wowie.
Because that's what's going on. Big company threatens to jettison MS. MS steps in and offers a deep discount. Company goes out and tells all his friends. They all do the same thing. Pretty soon the corner drug dealer has to cut prices.
I hope that MS has to cut its prices 50% in the near future. BTW I am an MS stockholder.
I would press to have the teachers arrested for abetting a felony, and corrupting a minor. I would sue the school district for running a criminal enterprise to ennable students to potentially pirate software. I would use the RICO laws for treble damages and attach all of their personal property. Then I would lock up the school district in civil litigation and sue them into bankruptcy.
