    They arn't the same thing. For example:
    Allowed with written works: Using a few lines from a book in a review of the book, or as an example in a paper, with a proper citation.
    Not Allowed with written works: Lifing a paragraph out of a research paper and putting it in yours.

    Allowed with music: "*15 second sample* That was $SONG, by $BAND, and as you can hear, they are CLEARLY calling for the worship of STAN, not Satan. I don't see what all the fuss is about"
    Not allowed with music: Using a 15 second sample in one of your songs, and selling it.

    What is important is WHAT it is being used for, and whether credit is being given. IANAL

    It all sounds good in theory...but just take /. for example. Do you want all of the people you see posting to be the people in charge of running the coutry?
    Think of THAT! The quarter would say "All your base are belong to us!" on one side, and "In Soviet Russia, quarter pays with YOU!" on the other.

    Now just imagine the country run by people who vote on issues without reading more than the title*, because they only have 5 minutes between Blind-Date and 5th-Wheel.

    That's because your refresh rate is 60Hz, your monitor can't display any more than that.

    Same in Canada. You have to phone in. The best part, my friend changed his soundcard and the rep wouldn't believe him. She was like "No, I can't do that, you already activated it last month. You can only use it on one computer".

    And yes, it did this with only ONE piece of hardware.

    No kidding. I was stopped in a left turn lane on the highway. The advanced left turn arrows go green for both ways. And a person going straight on the other was either looking at the wrong light (Which is funny, because it is ARROW SHAPED!) or just an asshole, and they floored it and went through on a red. Fortunatly I was paying attention. I would have NO objection to them getting a nice big fine and having their licence revoked for a few months.

    On the other hand, what bothers people is that, if it can tell you were speeding, it must know 2 things. One, your speed, no problem with that. Two, the speed limit. The problem with that is, to know the speed limit, it has to know where you are. People don't like the police tracking everybody at all times. On the other hand, they don't stricly HAVE to. What would work well is if, when you speed by TOO much, depending on where you are (Say 5-10mph on city streets,10-15 on highways, or something), it beeps and warns you, and if you don't slow, THEN it reports you. If it can only report you once every few hours, then it becomes much less easy to "track" you, and even then, ONLY if you speed by a fairly large margain.

    Another good one is to say "Your computer is insecure. Any website you browse can access your files." and then right below it, put a frame with a url of something like "file:///%userprofile%/My%20Documents" or "file:///~" or whatever, depending on the OS and browser reported.

    First of all, the idea is that black holes dissipate via Hawking radiation, not blackbody radiation. It's been a few years since I read Hawking's papers on the subject, but they are quite different things. It has something to do with quantum fluctuations and virtual anti-particles being pulled INTO the black hole being the same as normal particls falling OUT of the black hole. That's how I remember it, but read his works, it's explained pretty well.

    Second of all, higher energy impacts occur all of the time in space and in the upper atmosphere (which the article points out!) so either 1. Even that much energy is not enough to actually create a micro-black hole, in which case no problem or 2. They evaporate somehow, in which case, no problem.

    Finally, these things will have very little mass. A penny does not attract near by mass towards it with any noticable effect, so these won't either. Just because they are very dense does NOT mean they have an immense gravitational field.

    Here is a simplified way to look at it while ignoring blackbody and Hawking radiation. A black hole exists because at some point enough matter got together so that its gravitational field counteracted electrostatic, strong nuclear and weak nuclear forces, and it collapsed into a mathematical point. It remains a point because its gravity remains strong enough to counteract these other elementry forces. Now, if the blackhole was created by something else counteracting these forces, such as a high energy impact, then, once it is created, the gravitational field is NOT strong enough to counteract the elementry forces, and the black hole would dissipate.
