I saw thoose kind of "intelligent" stop lights in my homeland, Romania... More precise in Bucharest... They where pretty intelligent when they counted down. But where only placed for pedestrians, wich anyway, didn't care about the traffic lights at all:D

Why not using a Notebook with a USB camera? Why not capturing one frame every N second/minute an store it directly in an AVI?
