That's also the US rule for H1 visas. Why is the Indian one wrong? And how does it prevent competition?
An American/Japanese/whatever company can set up shop in India, sell their products in India, repatriate profits back to their country, employee foreigners to oversee the operations (or as workers). Its happening, and legally. Our protectionism (or the lack of it) is nothing more or less than what anybody else has implemented.
India is a perfect example of a country willing to take advantage of our laws (an Indian company bidding on state contracts gets a minority owned business score enhancement) while preventing any US company from doing the same in their country

I find it ironic that while one slashdot article spoke of Japan making robots to help their elderly, another article a short while later spoke of the USA creating robots with guns to make the killing process more effecient.
How do you know the US does not currently have a better class of robots than these already? Maybe there are, except maybe they are not being used for uncool things like helping elderly folks cross the road...

How about if an all new protocol is defined, that has checks built in to handle spam? In any case everyone who wants to avoid spam are jumping thru a lot of hoops trying to fix and patch the existing systems we have in place, so they may find it easier to adopt this new protocol...
