The usability of the Linux desktop surpassed Windows well over a decade ago, but as you correctly point out adoption rates are close to zero. Even Apple which has arguably better usability than Windows have a very small share of the desktop.
Clearly usability has *nothing* to do with market share.
Windows CE/WindowsMobile did this mostly correct and almost transparant to the software supporting VGA displays when QVGA was the norm on smartphones years before apple invented the smartphone.
I was wondering the same; as a Dutch person I don't consider The Netherlands a 'low tax' place. If they manage to bend the rules to make it 'low tax' I would like to know how they did that...

I can probably get used to it on my 10" netbook. It is a definite no-go for anything larger.

This rules out most of the crappy inkjets and some multifunctionals.
