I agree that UK NI should really be added in, but sales and property taxes - which is what Council Tax and VAT are - aren't income based taxes.
To be really fair, I suppose you would have to look at the total tax burden and also try and quantify what benefits you get back e.g. health care, public transport e.t.c.

OK, so relate it to how normal passwords are stored - as checksums, or encrypted. Can you not md5 a fingerprint, keep the hash on the server, and just hash it at the reader each time?
If there is a new Personal Identifier then employers will need to store it to use in communication with various government departments e.g. the Inland Revenue.
Which numbers? Census data is not recieved from everyone (illegal or not).
With the British ID card though there will be a DB. Our equivalent of the social security number - the National Insurance number - is compromised as there are more active numbers than people in the UK. If the government replaces the NI number with a new unique ID based on biometric data then such a DB will exist.
And all the personnel/payroll systems will need updating...

I've seen a similar thing on TV where crows where using sticks to get bugs out of holes in trees.
