When I need some software for Windows, I usually find what I want on Framasoft. It lists only Free software but it's in French. The English translation doesn't seem very complete but you can try the Google translation.
That is not really a Windows problem. There is a lot of Free/Open Source programs running on Windows. The problem is about using closed source software. The same problem could happen in the *nix world too. But it's probably true that most Linux users use Open Source software and Windows users use closed source ones.
It may be offtopic but for "normal" players, there is not much difference between playing with really better players and playing with cheaters. In both case there is no fun (for the "normal" players).
When I played Counter-Strike, some anti-cheat softwares used to kick me. But I never used cheat with that game. People that get kicked are not always cheaters.
I have no knowledge about this but wouldn't it be possible to have a aim cheat that wouldn't need to patch the game ? I mean, just look at what is on the screen and make the mouse cursor move to the enemy's head.
I don't know about BitTorrent but it's not really hard to find on the eDonkey network (see Jigle). Anyway it doesn't seem to be a very good idea to download it. However here is the files listing.

Does that mean there is a chance there will be proper support for PNG in the IE version that will be shipped with Longhorn ?
You could do it as client-server but it should be a dedicated server and players shouldn't be able to kill files/processes on it.
My hardware firewall is a Pentium running OpenBSD.
What about netcat ?
It seems the first system using it will have a CD-ROM drive. Now look at the first link.
What about a Soekris ? It has mini-PCI.

That would be the president of the web.
What about the same search on Google images or Google groups ?

Does it has anything to do with OpenbBSD's W^X ?
That's why I love CLI.
Unless log messages are sent to another computer. I think syslogd can be configured to do that.
Direct link to the file.
Some of the common GNU utilities are availiable on Windows (without Cygwin).
When you need a temporary adress for registration, other useful solutions are Mailinator and TrashMail.
