North American TV is NTSC which stands for Never Twice Same Color.
MiniDV uses a 4x subsampling of the colour channels, with the luminance at full resolution. So even though its touted as lossless digital, it's really cutting your color information to a quarter and uses compression at 5:1. Thats probably the worse of the digital formats.
A better format is 4:2:2 which is a 3.3:1 compression format where the color information is halved instead. DVCPRO runs at 50Mbps 4:2:2, while good consumer DV is 25Mbps.
