What this system do is that the person hosting the website won't be burdened with too much bandwidth cost. Consider as a small "fee" to view someone's website.
Technological advancement surpassing America. Perhaps, but the general mindset isn't helping in China (Taiwan would help, if China change their policy, Taiwan will re-join China. At least that's what my family in Taiwan are saying). But speaking from experience, especially those from my relatives in China... social stability will take a LONG while before it stablize (the only stability are from general submission to government and military).

"If you spam enough to piss us off, we could pound you with lawsuit."
It won't stop all spams, but it will give spammers something to think about next time they decide to send out a million spam-mails.
