Please reread both articles. The first announces that Red Hat will be opening Netscape Directory, the second actually points directly to the openned code which wasn't available at first. So if it is a dupe, it's a very useful one!

I can write a computer program to generate a number of random 'hypotheses' as you say and then test them, but I can't claim that I've endowed this system with intelligence, it's just a logic system.
Except that when it comes to having examinations marked, the person doing the marking may have already read hundreds of papers and won't exactly be happy to have to dicypher your scribblings. At my University it was made clear that the marker was unable to read your writing properly, rather than risk mis-marking the examiner would have your paper transcribed at a cost to you.
Knowing calculus is little use if you're unable to communicate it to anyone especially someone trying to grade your ability.
If it works for pizza delivery it should work for money transfers.

Most open source projects revolve around a core of developers with the odd donation of time and code from users who extend the code to suit their needs. Ditto with most P2P networks, most casual users are happy to leach whilst most of the bandwidth is provided by hardcore users. Perhaps the exception to this is Bittorrent where users are more inclinded to share fairly.
The power and information google has and will continue to imporve upon is scary.
Surely whoever beats Google is likely to have more power and information (or gain it later) than Google themselves? That would really solve your problem.
