Does anyone more familiar with the system or the DHS project know if there's any advantage to pushing this new system versus pushing a complete transition to a 800Mhz trunked frequency? It seems like many agencies are just now transitioning to the 800Mhz band to provide the same type of interoperability.
Apparently, the difference between this and the old Virtual Debit Card is that the new one provides a CVV2 number (the security code on the back). I've been using the old system online for a while and I've never had a problem with websites needing a security code (I think entering 000 makes it work?)

Another useful resource is the CollegeConfidential forum (The College Confidential company offers paid admissions advice, but they have a free message board that's filled with tons of useful information and people who can probably answer any questions you have.

While this may be true of many other P2P programs, BitTorrent is used daily to transfer large ammounts of legal materials. The only people who could be held liable at the people who host the trackers and/or link to them.
