They will need to hire more staff and implement new systems to manage the influx of tax payments and make sure they are properly cataloged and applied to the appropriate vendors. In essence, you would either be breaking even or operating at a loss with this kind of system.
Then again, we are talking about government here. When they see dollars signs they worry about the details later.
