Their ability to gain trust in talented workers and/or financers is what allowed them to have the tools. It's all related. That's the thing with directing; everything is related to your final vision. From the mics they use, how their wired, to the lens, the filter, the film stock, the actor's training, and the cash flow... all of these are variables that add to the overall vision. The Director's ability to manipulate any or more of these variables makes him that much more of a better director. Whether or not he fails in the execution of those tools only determines whether or not you like him.
So, the director's business sense can contribute to his art but it is not solely dependant upon it. I know many talented filmmakers who can't put their efforts together with enough ambition to inspire anybody to work with them. Nobody thinks they'll follow through. So, they're just hacks.
