Yeah, I think something like that would be the most effective in immediately cleaning up the messages on the board. I think you would only need to do it for a set number of messages for each new account, say 20 with a limit on how frequently they can post, at first, say 5 a day, again just in the new account phase. Combine that with a only 1 account per ip or however strict you want to get should help.
You could also require that the messages be of substance too, one message board I am on, limits what you can do until you get to 50 messages, but refuses to count "me too" posts and such as messages that count towards your total.

That is EXACTLY what happened here in New Zealand, the Community Standards Watch Group who protested Blaise Moi, Kill Bill etc and tried to have them banned, then protested that The Passion of Christs R16 rating was too high.

..a few years ago, I got too annoyed at seeing stupid things posted that half the time weren't even mistakes in the movie, just things that the submitter thought was a mistake.
Plus in some instances it reduced my enjoyment of the film to have the stuff pointed out, where I might not have noticed it otherwise.
The funny thing is that on seeing GTA I thought SCi should just license the GTA engine. The core of the game is there it wouldn't take a whole heck of a lot to convert it, freaky cars and maps, a bit more emphasis on racing,....
I am sure Romero will be able to make a great version of Hyperspace Delivery Boy with this engine.
