rrrrrrrreally ? i've seen crew walk through without going through checks everybody else does. i've seen maintenance worker being waved through after metal detector beeped (he had some toolbox). i've seen some employee pull a trolley full with plastic bottles of some fluid and proceed to place them all on the scanner belt.
sorry, i've never seen personnel being subjected to tougher checks. not that there would be anything useful in that anyway...
and at the same time, many more people decided that the product is a piece of shit and that coders are clearly very crappy to put out such a shitty product. but that was probably a correct assessment in the end:)
so why not design the class so that no mechanical tools (like calculators) would be needed at all ? not trolling here. i had advanced mathematics in highschool, and i actually enjoyed it. i massively enjoyed advanced geometry course during the same time and did fairly well at both of them. but i eventually dropped out of further math and related education because it required so much memorising of formulas and routine calculations. i did learn and succeed at proving all those formulas - but only for a while. after that we moved to other topics that i enjoyed and embraced, but the previous ones that were not directly beneficial (and thus discarded from the memory) - i wrote them down inside my citizen calculator that i saved money for a year. i'm not claiming it was good - i might have benefited from that education. but to accept it as mandatory, i'd love to hear why actually using tools to automate parts that my brain is slower at doing is a bad thing.
it would be kinda cool if we had some technology to distribute books and other content like that to people without having massive expenses for maintaining physical storages and systems for lending them. of course, we could not reach whole population at first, but we could at least serve part in that way, thus significantly reducing the costs to the society.
while it might reduce the income for some authors, we are seeing a huge growth in content provided with no room of growth for demand for it, so it would fit nicely with demand-supply curve. it's somewhat of a shame that technology does not keep up with our increased artistic output. society has outgrown the technology for sure.

"best tool" should be evaluated by taking into account long term expenses, flexibility, fostering competition in the marketplace (we're talking about public bodies), maximising the benefit to citizens and sooooo on.
so essentially, nothing happened to the "best tool for the job", it's just that some people have started to look at the job at hand and figured out that "moving papers around" might not be all there is.

what the hell _is_ "worth of entertainment" ? badminton set can provide countless hours of "entertainment" to some people. i haven't met an idiot who would try to value a badminton set based on the amount of "worth of entertainment" it would be supposed to provide. people assess the value of goods based on how expensive they perceive them to be to manufacture, store and ship, plus some margin (which includes advertising and whatnot). and that is a sane approach.
