While they are both nuclear reactions(they involve the nucleus of the atom), the energy in your first example comes from the natural process of radioactive decay, which is quite different from nuclear fission which powers our nuclear reactors(and the good old A-bomb.)

I think you're misrepresenting the lawsof the United States here. There's no federal law against prostitution. Most states in the union do have laws against it, yes, but not all do. I know that Nevada allows it, as long as the brothels have licenses and the workers are treated fairly and screened for diseases. I don't know the positions of all the states with regard to prostitution, though. I would appreciate examples if anyone has any.

I would like to correct an assumption you seem to have made. $4.5mil doesn't pay for a radio telescope to receive signals from Voyager. That's the cost of the project for one year, including radio time, staff, etc. Building a radio network like the DSN that could receive signals from something that far out would cost at least an order of magnitude more than that, and I can't think of any country who would undertake such a massive project to save some 30-year-old NASA mission.

The modules have(for the most part) already been designed and built to be launched by the shuttle. The shuttle is a proven platform, the only current craft capable of on-orbit construction. If you scrap it now, the ISS will likely never be finished.
No matter how much money you throw at it, a new craft won't fly until it has been engineered and simulated and tested thoroughly. And that won't happen until a design has been chosen. Which won't happen for years. Junking the shuttles won't change that. Or would you rather they rushed a half-assed design out the door? I'm sure that would be much more reliable.
