Actually, the problem is that you, your elected local goverments, et. al. could stop this if you wanted to badly enough to actually try, instead of just moaning about it.

This assumed the polar caps were mostly CO2 rather than H2O (Don't know if that is still the thinking) and that by setting the bombs off under the caps it would put enough dust and sublimated CO2 into the atmosphere to start a runaway greenhouse effect.
I don't understand the objections that worry about the health effects on Mars.
The martians aren't Americans and probably aren't even christians.
For those who weren't tuned in Sunday, This is the award Mr. Burns gave to Homer on Sunday's episode of the Simpsons. Poster failed, however to work in any jokes about low sperm count.
This has been discussed as a US issue before (ca. 1890). Apart from the fact that the influx of "furriners" undeniably did not prevent the US from becoming a world power, genuine diversity seems (arguably) to have been a source of some of the nation's power.
More importantly, It is not your call. Or mine. Democracy, by definition, must contain the potential for its own replacement, or it is not democracy. If you don't like the idea of 'western' democracy, then you don't need the 'slopes', 'darkies', 'wogs' et al to destroy Western values and society.
I would point out that whatever G.Bush's many faults, he is right to observe that other countries (many non-'western') seem to be adopting the so-called 'western' values at an accellerating rate. The Al Qeida certainly believe this and is the main source of their hatred of the west.
Not safer, more cowardly. Too chicken-hearted to stand up to the ignorant(school administrators) and the greedy (lawyers). Schools are now teaching kids to be cowards. How long can a nation survive the consequences of that?
The reason why this discussion is irrelevant is that congress will do what their constituents want.
Realities don't matter. They never have.
The only remaining question is who congress' constituents are: Is it those pesky damn voters, or is it the ones who made the biggest campaign contributions?
If you were in congress and wanted to remain there (like they all do), to whom would you pledge your allegiance?
Not a problem on ascent - most liquid-propellant boosters are almost flimsy - little more than balloons. They avoid heat problems by getting above as much of the atmosphere as possible as soon as possible (which is why rockets launch straight up instead of almost horizontally - to reach orbit the horizontal component of the vector is the only thing that contributes. The vertical component of the vector is just to get you clear of skyscrapers, mountains, and of course, the atmosphere).
Re-entry is the problem, but the "shuttlecock" design of Rutan is a partial solution, combining that with better heat shielding might be enough.

Even if 99% are guilty (and I agree THEY SHOULD be banned) that leaves 1% (or 500) who are banned by mistakes. Part of the problem is that those 500 are needles buried in the haystack of 50,000 and will take time to sort out. Secondly, that haystack is likely to continue to grow. Unless, of course, we just don't care about the innocent, in which case, there is no problem.
How are they going to handle the appeals for those people who have been banned by mistake? 30,000 + 20,000 = 50,000 will take a long and costly amount of time.
But of course, Valve/Steam never makes a mistake, so I guess there really is no problem, right?
Good point, but this just provides a central option . You can still do a private(?) exchange of public keys with your friends & not friends, or do both..
Living in the Washington DC area, I know about the schools in Maryland, DC and Virginia. DC spends the most per student and has the worst schools and poorest performing students. VA spends the least of the three and has the best. MD spends in between and has in-between results.
All (local) evidence suggests then that the way to improve is to cut spending.
Alternatively, we could get parents and students serious about learning and teachers who promote learning instead of teaching. As if that will ever happen.
That is the real (perhaps only) question a municipality cares about. Those familiar with the red-light camera scheme already understand that the goal is to raise revenue, not improve efficiency (or safety).
