If you look at history these violent revolutions create a lot of chaos, some things change but given enough time the new society will succumb to the same issues as the last one.
The only society that works long term is one in which all the participants are forever vigilant and active against the creep of stupidity.

There was no disservice done to me from what Snowden released, if the governments honestly didn't know they were being bugged they are too stupid to last. The NSA ran out of room? What would it take to flood them overwriting data with random media? A day everyone leaves their phones on Youtube kitty videos? Is it even possible to overwhelm their storage with the cell network? With the Internet? Is this what data caps are really about? Surveillance, anti piracy, and monetization?
I believe it can be, in addition there are so many legit uses it might be open for that reason, that to block it would create more chaos. Just as SSH was always allowed (in and out) on almost every corporation network.
