    But tell me how this administration could have said "Sorry, we are out of money, stop working!" on *this* project? This is the headline, premier achievement of Obama which won him two elections. There was no way they where going to let it fail, no matter what the cost.

    As I said, cancelling the contract is only one of the options. They could have gone the route of de-scoping. For example, one of the reasons cited for the site being in such poor shape was the Admin's insistence on making people create an account in order to be able to browse plans. That "feature" was eventually dropped, but not until several weeks after launch.

    "Cost plus" does not mean what you seem to think it means. There is a negotiated budget, and cost increases must be negotiated and approved by the customer. I have personally worked on several Government cost plus contracts where the customer has essentially said, "Sorry, I don't have any more money. Either complete the work with the existing funding, or the contract will be cancelled." Or, there is the ever-popular "Sorry, I don't have any more money. Show me where we can reduce scope so we can get what we need with the existing funding." Or my personal favorite, "Sorry, I don't have any more money. The project will be put on hold until next fiscal year, when we might be able to come up with additional funding."

    What? How is "vandalism" a racist word? Some vandalism is racist (as in when a synagogue is defaced with swastikas), but I've never before seen someone claim that the word is somehow racist. Are you concerned with offending the descendants of a Germanic tribe that overran parts of Europe in the 5th century?

    The boat doesn't belong to the Aquarium of the Pacific; it belongs to a private harbor cruise company. If the cruise company would rather charter the boat to Google than run whale-watching tours, why shouldn't they do so?

    As to the buses -- it seems that the excuse a lot of opponents use is that Google and other companies use the city's bus stops without paying for the privilege, either through fees or through fines. But the mayor of San Francisco doesn't seem to have any issues with this. Muni is actually working on developing a policy to more efficiently share the stops with the private shuttles, and it's not going to get a dime for doing it.

    The manufacturer will have an EULA which absolves them from guilt.

    This is just silly. If it were possible to use this approach, the aircraft manufacturers would already have done it.

    What will really happen is that the government will enforce a software safety standard for auto control systems that is similar to what they use for commercial aircraft control systems, and similar levels of safety will be achieved. And, the auto manufacturers will definitely be liable for the rare crashes that do occur. There will still be auto insurance, because people will still have their cars stolen, vandalized, damaged by hail, etc, but it will be optional just like the non-liability parts of auto insurance today.

  13. You should look up "corporate fiduciary duty". Corporate officers have legally defined fiduciary duties to the corporation and to shareholders. The fiduciary duty of care is what resulted in your experience with Caesar's Palace, as it is clearly in the corporation's interest to avoid a hostile takeover. Corporate officers are absolutely subject to lawsuits mounted by shareholders who feel that their interests are not being served.

    Informative, but how relevant? Coasts are designated "East" or "West" based upon the compass direction in which they face. This is why North America, despite being entirely in the Western Hemisphere, has both an East Coast and a West Coast.

    The owner of the local car wash (15 employees) doesn't care about IP. Ditto for the florist (3), bakery (5), and bar (4), or five other small businesses engaged in buying and selling commodities. But the CEO of the aerospace corp (4000 employees locally) with a huge annual R&D budget -- he cares a lot.

    $1.2T is over 7% of $17T. An institutional investor holding more than a few percent of a company's stock is considered a major shareholder; I don't think saying that China holds a huge amount of our debt is much of a stretch. And you refer to the debt owned by the public as if it were owned by individuals and not foreign governments, but the Wikipedia article you cite states, "Debt held by the public, such as Treasury securities held by investors outside the federal government, including that held by individuals, corporations, the Federal Reserve System and foreign, state and local governments." So China's portion of the debt is public debt, and they hold 10% of that. Non-public debt is that held by our Federal government itself. The most recognizable component of non-public debt is the Social Security Trust Fund.
