Your friend is not stripping the DRM; his flash drive is big enough to hold a copied Steam folder. I've got TF2 and CS:S on a portable hard drive and it works fine at school.
It's a VHF radio, not a shortwave radio. Anyway, lots of amateur operators do this all the time. I'm surprised that this was accepted as their senior project, let alone a news story.

Nowhere on the Pandora page does it advertise "Emulators!" The only things are the videos in the blog showcasing the developers.
If they prosecute the Pandora team, they'll have to prosecute Intel, AMD, Dell, Microsoft, Apple, and everyone else who makes a computer or device capable of running emulators
The last time I checked I can't charge up my internet battery and have internet while driving or hiking.

It's amateur radio. Anybody with a license, a radio, and a good enough antenna has permission to contact the ISS.
