As previously pointed out,.mob has a certain organized crime distiction, and a the 4th letter is yet another key press on a mobile phone keypad (yes I know it's not much, but it all adds up I suppose.)
This partnership makes perfect sense for PARC. Marking (or lack thereof) can make or break a company regardless of if they have a good product or not. These days there are so many names and buzz words flying about that serious effort (ie money and advertising talent) must be made to boost brand name recognition.
I don't think an Internet ban is a punishment per say. Rather it's a means to reduce the risk of a repeat offense. Some people get a high off of committing certain wrongdoings, and just like drug addicts they are also prone to "environmental triggers". For example; if the crime in question was abducting kids from chat rooms, the act of logging in and engaging in innocent chat could rekindle desires to find a kid to chat to, and the cycle begins again...
Death sentence being hyperbole of course. Humans have quite the knack for adapting to new situations. If your were marooned on an island, I think survival would be your prime motivator, and not how to get your next Slashdot fix.
I think the courts would need to define what an Internet ban really is. As IP spreads to nearly every device and medium, in the foreseeable future it could be rather hard to avoid. Is calling your mom from a VoIP phone considered using the Internet?
Perl is probably one of the more versatile languages out there, and IMHO it's the most useful for novices and beginners alike. (Note I did not say easiest, but with that said Perl is pretty easy once you get the hang of it).

I wonder if they will build "higher quality" spyware that does now cause your system to slowdown and/or crash.
Polymorphic features might be used to (attempt) to get around anti-spyware programs.
One of the prime reasons I would not buy any Sony product that requires flash storage (ie Digital camera, MP3 player, etc), was because of the stupid amount of money Sony memory sticks cost (compared to SD and CF). Maybe a HDD solution would make their products more attractive.
Even Cisco has posted Earthquake and Tsunami Relief on their main page. I guess a good chunk of their CCIEs are affected by this :)

When will tabbed browsing be added to IE? Not that it really matters for me much as Firefox is the only browser for me!

It's not quite the same thing google has in their toolbar for MSIE. I like the fact that every search term is highlighted in a different color.
