WRONG! fibre is a future-proof tech, upgrades are done at communication ports such as at exchanges, once the cable is laid, nothing really needs to be changed. (for example ALL THE DAMN CABLE ON THE SEA FLOOR) with new advances such as replacing white-light with coloured they can increase the bandwidth exponentially.

stop thinking globally and think locally.
when we get the NBN up, major IT contenders such as google, microsoft, facebook, youtube will have local caches within australia, jobs will be created from expansions of such companies, more data centres... let alone medical applications, video conferencing, IPTV streaming, extremely cheap phone calls, ability then to setup local call centres ...
Education expansion, schools no longer have to be where the most people are when it can be done vide a video link.
More bandwidth = more data processing so more research can be completed, super computers creates, technology advances made....
    so many possibilities.

the devices main purpose is to dissuade offenders from re-offending by making it harder to offend, this in turn changes their behaviour.
if your drunk you're not going to plan ahead and arrange someone to blow in the device, its more of a spur of the moment thing, no intelligent person would help a drunk person start their car.

think of a boat, the more is it connected to the water the slower it is (more friction/drag),

you reduce the surface resistance on the wheels you reduce the drag, placing the tyres at an angle reduces this drag while maintaining speed.
now one might think the more surface contact the more grip, therefore the faster you will be, the more contact =more resistance, which in turn uses more power.

What you need to do is organise a meeting with the dept manager and HR rep, bring up your work description, acknowledge you position and what other work you have contributed and helped with the company and acknowledge that the finances are a bit tight right now so you would like to renegotiate your contract and within that contract apply appropriate wages and benefits and employment protection (not get fired without good reason). If you were employed for said work and done more than what you are employed for you are entitled to be paid for that said work, or leave (as your loosing out for doing more work than being paid for), make sure during negotiation that you bring up the cost of employing 1 or more people, including hours/days/weeks lost in training and catching up with the projects, and with no documentation thats a few months work there....

this should give you a fighting chance, always get everything in writing :)
