How do you want to find out these social networks? By IPs? If everything is encrypted as he said, how do you want to make the difference between a chat and a P2P connection (whose clients don't know themselves either)?
What we would need to eliminate are "mapped social networks" as MySpace and others. Have a look at this Southpark episode.
