My intuition tells me the TPP is a military deal disguised as an economic one. Syria just started using chemical weapons and Trump wants to attack, but his military advisers advisers have convinced him not to until we have a stronger coalition in the S. Pacific so that we can worry less about N. Korea / China. I bet the minute we rejoin the TPP we launch strikes in Syria.
I doubt if Syria used chemical weapons. The only proof we are presented is a video which looks pretty fake. Maybe they know more, but I think they just want to show Russia its limits.

It not only runs fast on basic hardware, my Windows phone also had a way longer battery life than my Android phones with a comparable battery size (and weight).
The opinion of EFF on this topic is not a surprise. But probably other interest groups also stated their opinion? Would be interesting to get a wider range of views on this.
Is it used by others? It would be logical not to waste it, so it should be sold to others. The article sounds though as if this is not relevant to them. It sounds as if they just want to drive renewable energy.
